In other methodologies such as waterfall, this usually works the other way around. But we have to remember that for some development work, waterfall IS the right process. Due to the inherent nature, such as the lengthy project times usually measured in months and years, waterfall needs different methods.
Once you decide that agile is the right way for you, then moving to agile using the agile process makes more sense. One way is to implement the basic agile principles on selected areas of the process together with the continuous improvement process. Then use the continuous improvement process to get it closer and closer to the agile methodology. The aforementioned has the added advantage of not introducing items that do not fit your environment into multiple areas.
